Commissioner, denying the appellant an evidentiary ruling, after
a full hearing, by invoking the jurisdictional fifteen-day appeal
provisions of K.S.A. 44-710b (a). The district court sustained
the ruling of the commissioner and appeal has been duly perfected
to this court. The appellant contends the commissioner's decision is
unreasonable, arbitrary and capricious.
